Dubrovnik to Ban Rolling Suitcases in Old Town Amid Noise Complaints

The historic Croatian city of Dubrovnik is implementing new regulations to address the growing issue of noise pollution caused by rolling suitcases. Residents of the Old Town have increasingly complained about the disruptive clatter of luggage wheels on the cobblestone streets, especially during peak tourist season.

Starting in November, a city-wide ban on rolling suitcases will be enforced. As an initial step, a fine of 264 euros (approximately $288) has already been implemented for those who disregard the new rule within the Old Town. Mayor Mato Frankovic outlined the plan to Croatian newspaper Jutarnji List, stating that tourists will be required to leave their luggage at designated drop-off points. A paid courier service will then transport the bags directly to the visitors' accommodations.

Frankovic’s long-term vision involves establishing a logistics center at the airport, streamlining luggage delivery directly to tourists' destinations upon arrival. This initiative aims to minimize disruptions within the city center.

Dubrovnik, renowned for its Renaissance architecture and its role as King’s Landing in the popular television series "Game of Thrones," has experienced a significant resurgence in tourism. After welcoming 1.5 million visitors in 2019, numbers dipped during the pandemic but rebounded to just over one million in 2022. This year, the city has seen a remarkable 32% increase in tourism compared to the same period in 2022.

This surge in visitors has brought renewed attention to the noise issue. The suitcase ban is part of a broader "Respect the City" program initiated by the Dubrovnik Tourist Board. This initiative encourages responsible tourism by requesting visitors to leash their pets, refrain from climbing on monuments, and dress appropriately while exploring the city. A short video outlining these guidelines is currently being shown on Croatia Airlines flights and some cruise ships, with plans to expand its reach to other airlines.
