Led by Representatives Suzan DelBene (D-WA) and Don Beyer (D-VA), the bill aims to restrict Trump's ability to utilize presidential emergency powers to implement higher import taxes.

Trump's campaign promises included substantial tariffs – up to 60% on Chinese goods and as high as 20% on goods from other trading partners. He recently reiterated his intention to establish an "External Revenue Service" specifically to collect tariffs, duties, and other revenue generated from foreign sources.

Representative Beyer echoed these concerns, criticizing the potential misuse of emergency powers to implement tariffs that would increase prices for Americans. However, not all Democrats are united in opposition. Representative Jared Golden (D-ME), known for his independent stance, has introduced his own bill proposing a universal 10% tariff on all imports, subject to annual review and potential adjustments based on economic conditions.
