Biden Administration Addresses Extreme Heat with Equity and Environmental Justice Initiatives

Created: JANUARY 27, 2025

Amidst a record-breaking heatwave sweeping the nation, the Biden administration has unveiled a comprehensive plan centered around "equity and environmental justice." The initiative emphasizes providing cooling solutions for vulnerable populations and investing in research and community support to combat the escalating effects of extreme heat, which the administration attributes to climate change.

A key component of the plan is the $3.85 billion Low Income Home Energy Assistance Program (LIHEAP), designed to alleviate cooling costs and furnish air conditioning units to over six million low-income households. The White House underscored the urgency of the situation, stating that the extreme weather events are incurring billions of dollars in costs annually and necessitate a society-wide response.

The administration is also establishing two virtual research centers within the National Oceanic and Atmospheric Administration (NOAA) to enhance resilience against extreme heat. Furthermore, a National Heat Strategy will be developed to promote equity and environmental justice in addressing heat-related challenges.

Collaboration with local leaders is also a priority. The White House plans to convene a meeting to ensure effective utilization of federal funds and private aid in mitigating extreme temperatures. Additionally, a "Summit on Climate Resilience and Sustainability in Affordable Housing" will explore how the Infrastructure Law and Inflation Reduction Act can be leveraged to counter the impacts of the heatwave.

The White House also criticized Republican efforts to curtail funding for climate initiatives, arguing that such actions jeopardize public health and safety. The administration's memo highlighted the contrast between their approach and the stance of some Republicans who deny the existence of climate change and seek to repeal the Inflation Reduction Act.
