Thirty probation officers in Los Angeles County are facing child abuse charges for allegedly orchestrating "gladiator-style" fights among young detainees at the Los Padrinos Juvenile Hall in Downey. California Attorney General Rob Bonta announced the charges, which include child endangerment, abuse, conspiracy, and battery, following a state investigation launched in January 2024. The investigation was initiated after leaked footage surfaced showing a juvenile being assaulted while officers watched without intervening. Some officers were even observed laughing and congratulating those involved in the altercation.

According to reports, there were at least 69 such fights between July and December 2023, involving up to 140 youths aged 12 to 18. Bonta stated that these fights appeared to be planned, occurring at specific times and locations within the facility. The officers allegedly facilitated these fights by standing by and allowing them to unfold without intervention. Their role, Bonta suggested, resembled that of referees or spectators rather than caregivers responsible for the safety and well-being of the youth in their custody.

The Los Angeles County Probation Department released a statement acknowledging the gravity of the situation and confirming that the accused officers have been placed on unpaid leave. The department emphasized its zero-tolerance policy for misconduct, particularly involving youth, and stated its commitment to fostering a safe and rehabilitative environment. They highlighted their cooperation with law enforcement in the investigation and their dedication to implementing meaningful changes within their juvenile facilities. Los Padrinos Juvenile Hall has faced ongoing challenges in recent years, including operational problems, violence among detainees, and staffing shortages. The facility was reopened in 2023 to accommodate detainees from other closed juvenile facilities.
